Urgent versus non-urgent, and why the difference matters so much

The Residential Tenancies Act 1997 splits repairs into two categories and hot water sits in both, depending on the fault. An urgent repair includes a failure or breakdown of an essential service or appliance provided for hot water, and separately a serious water leak. That means a dead unit and a burst unit are both urgent. A unit that works but recovers slowly, or a noisy tank that still delivers, is a non-urgent repair.

For an urgent repair the renter contacts the rental provider or agent, and the provider must arrange it immediately. If the renter cannot make contact after a reasonable attempt, they may arrange the work themselves up to $2,500, give written notice of the details as soon as practicable, and be reimbursed within 7 days of that notice. If reimbursement does not happen, or the provider does nothing, the renter can apply to VCAT, and VCAT hears an urgent repairs application quickly, within a couple of business days.

For a non-urgent repair the renter gives written notice, and the rental provider has 14 days to complete the work. If the 14 days pass, the renter can ask Consumer Affairs Victoria to inspect and prepare a report, and then apply to VCAT for a repairs order. None of this is dramatic if you move quickly. It becomes expensive when a $250 repair is ignored for a fortnight and turns into a compensation claim, a rent reduction order and a $2,800 replacement.

Practical point for agents: put a 24 hour hot water contact in the renter's welcome pack. A renter who cannot reach anyone at 9pm and calls the first search result will not be comparing prices, and the invoice you have to reimburse can be double what a booked job costs. Minimum standards, safety checks and the paperwork a good file holds

Victoria's rental minimum standards apply to new agreements and cover the basics of a habitable home. For hot water the relevant standards are simple: the bathroom must have a washbasin and a shower or bath connected to a reasonable supply of hot and cold water, and the kitchen sink must be connected the same way, all in good working order. If a laundry is provided, it needs hot and cold water connections too. In other words, letting a property with a dead or condemned unit and promising to sort it out later is not an option.

Alongside that sit the safety obligations. Gas installations and appliances in a rental must be checked every two years by a licensed or registered gasfitter, and the record kept, and electrical safety checks run on the same two year cycle. If a check has never been done, it has to be done as soon as practicable. On the plumbing side, any hot water installation or replacement is licensed work in Victoria and must be issued with a compliance certificate, which we explain on the compliance certificate page. That certificate is what proves to an insurer, a buyer or a tribunal that the work was done properly.

A well kept file for each managed property should hold the make, model, capacity and install date of the unit, the last service date, the last anode and valve replacement, the gas safety check record, the compliance certificate for any install, and the manufacturer warranty expiry. Access, notice and getting the job done in one visit

Entry for a non-urgent repair needs 24 hours written notice, between 8am and 6pm, and not on a public holiday. Urgent repairs are the exception: a plumber can attend immediately with the renter's agreement, which in practice is never withheld when the household has no hot water. Two things save real money here.

  • Give the renter a two hour window and a mobile number. A missed access window is a wasted callout, and someone pays for it.
  • Tell the plumber where the unit is before the visit. Roof space, side yard, internal cupboard, on a stand. It changes the tools and sometimes the number of people on the job.
  • Authorise diagnosis plus a repair limit in one message. Something like: attend, diagnose, and proceed up to $600 without further approval. That turns two visits into one and takes the renter out of the middle.
  • Have the unit details ready. Brand, model and install year off the compliance plate decide whether the part is on the van.

At vacate, hot water is a common argument and usually a short one. A corroded tank, a spent anode, a perished relief valve and a unit that has simply aged out are fair wear and tear, and cannot be charged to the renter. Damage caused by the renter can be, but only if the cause is documented. Ask for it in writing on the invoice at the time, because reconstructing it at the bond hearing three weeks later never works.

Repair or replace, and the tax line between the two

The commercial decision is the same one owner-occupiers face, with one extra factor: a rental unit that fails is not just a cost, it is an urgent repair with a legal clock and an unhappy renter attached. Our rule for investment properties is more conservative than for owner-occupiers. If the unit is past 10 years and the repair is over about $400, replace it. You are buying certainty rather than parts, and you avoid the second callout in July when the household has three people showering before work.

On fuel, the honest position for a rental in Berwick, Cranbourne or Narre Warren in 2026 is this. Like for like gas storage is the cheapest capital at $1,800 to $2,800 and the fastest install. A heat pump is $2,400 to $4,200 after rebates, runs at roughly a third of the energy cost of electric storage, and is where Victoria is heading, but it needs an outdoor position, a condensate drain and sometimes a dedicated circuit at $350 to $800. On tax, keep the two words straight. A repair restores something to its former condition and is generally deductible in the year you pay it: an element at $220 to $420, a thermostat at $180 to $320, a valve at $180 to $380. Replacing the entire unit is not a repair, it is capital, and it becomes a depreciating asset written off over its effective life, which the ATO tables put at around 12 years for a domestic hot water installation. Rules limiting deductions for second-hand depreciating assets in residential rentals have been in place since 2017 and change the answer depending on when and how you acquired the property. What we will not do, and what we do instead

We will not patch a 15 year old tank for a rental just to get through the week. Fitting a $280 valve to a cylinder that is already weeping rust means a second urgent callout within months, a second lot of after-hours money, and a renter with a fair complaint. If a unit is finished we say so, in writing, with photos, and we quote the replacement.

We also will not quote a heat pump into a position where it does not belong. Some townhouse and unit sites in Hampton Park and Clyde have no legal condensate discharge point, no clearance for airflow, or a body corporate rule about noise near a bedroom window. A gas or electric replacement is the right call on those sites and we will tell you that even though it is the smaller invoice.

Get the plumber to write the cause on the invoice: without that, a claim against the bond at vacate rarely succeeds.
