The cheapest sensible hot water replacement in South East Melbourne in 2026 is a like-for-like storage swap in the same position: $1,500 to $2,400 for electric, $1,800 to $2,800 for gas, booked on a weekday, with the tempering, PTR and expansion valves replaced and a compliance certificate issued. Below roughly $1,500 the corners being cut cost more than they save. The mid tier, a 270 L to 300 L heat pump at $2,300 to $4,600 after a Victorian incentive, is cheaper over ten years for any household of three or more. Where you can safely save money
- Do not move the unit. A like-for-like position is the single biggest saving on the sheet. Relocating a tank even three metres means new pipework, a new pad, possibly a new gas run or circuit, and it adds $450 to $1,200. If the current spot works and meets clearances, leave it.
- Book a weekday, not an emergency. After-hours, weekend and public holiday work carries a loading of $150 to $350. - Clear the access yourself. Move the bins, the bikes and the pot plants, cut the shrub back off the unit, unlock the side gate and take the car off the driveway. That is 30 to 60 minutes of two-person labour you are not paying for, worth roughly $80 to $160.
- Pick a standard capacity. 170 L gas storage, 280 L heat pump, 315 L electric and 26 L/min continuous flow are the sizes every supplier in Dandenong holds. An odd capacity gets ordered in, which costs more and takes longer. Size it properly first using how much capacity you need.
- Buy through the installer. A tank you bought online usually costs $150 to $300 more in labour to fit, and every warranty conversation for the next decade becomes yours to have. Supply and install keeps one party responsible.

Where saving money gets paid for twice
Reusing the old valve set. A twelve year old tempering valve, PTR valve and expansion control valve on a brand new tank saves $380 to $700 today. A tempering valve that has drifted out of range delivers scalding water to a bathroom basin. A tired PTR valve either weeps all day or fails to lift. And most manufacturers will decline a cylinder warranty claim where the expansion control was not replaced with the tank, which turns a $500 saving into a $2,400 tank you pay for again.
Skipping the compliance certificate. In Victoria a licensed plumber must issue a compliance certificate for prescribed plumbing work over the regulated dollar threshold, and that certificate is what carries the statutory plumbing insurance covering the work for ten years. No certificate means no insurance, an awkward conversation with a home insurer after a burst, and a defect on the building report when you sell. Undersizing to hit a price. A 170 L or 200 L heat pump for four people is roughly $900 cheaper on the quote. It runs out mid-morning, the resistive element covers the gap, and the running cost roughly doubles from $350 to $700 a year. Over ten years that $900 saving costs $3,500.
The third repair. Repairs are excellent value while the cylinder is sound. A thermostat is $180 to $320, an element $220 to $420. But three $600 visits on a twelve year old tank is most of the way to a heat pump, and you still own a twelve year old tank. Our rule is simple: once a repair passes 40 per cent of the replacement price on a unit over ten years old, replace it, and if the cylinder itself is leaking there is no economical repair at all.
An unlicensed install. Hot water work is plumbing work and, on a gas unit, gasfitting work. Both require a VBA licensed or registered person in Victoria. An unlicensed install has no certificate, no statutory insurance, no manufacturer warranty and a real risk with your home insurer. What a suspiciously low quote is leaving out
When one quote is $700 to $1,200 under the others for the same unit, it is almost never a better buying price on the tank. It is one or more of these lines missing from the page:
- The valve set: tempering valve $220 to $380, PTR valve $180 to $280, expansion control valve and pressure limiting valve where required.
- Disposal of the old cylinder: $80 to $150, sometimes billed on the day as a surprise.
- Electrical work: a dedicated circuit and RCD for a heat pump is $350 to $900. If the house still has a ceramic-fuse board, which is common in the older parts of Endeavour Hills, Doveton and Hampton Park, a switchboard upgrade is $800 to $2,000.
- Gas work: upsizing an undersized gas run for a 26 L/min continuous flow unit is $300 to $900, and it is the reason a cheap continuous flow install can deliver poor performance.
- After-hours loading, travel outside the stated service area, and GST. Always ask whether the figure is GST inclusive.
- The compliance certificate, and the labour component of the warranty. A five year cylinder warranty with twelve months of labour means a year-four tank replacement is free on the tank and $600 to $1,100 on the fitting.
Ask for the quote itemised, with the model number and capacity written on it, and ask the two questions that separate the honest quotes from the rest: is a compliance certificate included, and which valves are being replaced.
The Victorian rebates and the gas bill maths
Two incentive paths exist in Victoria in 2026 and you generally cannot use both on the same unit. The Solar Victoria hot water rebate is $1,000 for eligible owner-occupiers, broadly a household with a combined income under $210,000 in a home valued under $3 million, replacing an existing system. It has been released in batches and progressively tightened, so treat availability as something to confirm rather than assume. The Victorian Energy Upgrades program works differently: an accredited provider creates certificates from the energy saving and gives you a point-of-sale discount, commonly $800 to $2,000 on a heat pump. Federal STCs are almost always already netted off the advertised price, so ask whether your number is before or after them. We price both paths and hand you the cheaper one, with the rebate shown as a line on the quote rather than a claim-it-later promise.
There is a second piece of maths that most quotes ignore. If the hot water unit is the last gas appliance in the house, you are also paying a gas daily supply charge of roughly $300 to $400 a year just to keep the meter connected. Going electric lets you disconnect that. Before you count the saving, ring your gas distributor and ask what an abolishment or disconnection costs, because it is a real fee and it varies. If you still cook on gas or run gas heating, that saving does not exist and a like-for-like gas swap remains perfectly rational.
Honest constraint: the cheapest option of all is not replacing. If your unit is under eight years old, the cylinder is dry and sound, and the fault is a thermostat, element, pilot assembly or valve, get it repaired for $200 to $800 and keep the tank.
