Which hot water system actually suits a South East Melbourne house

For the typical four-person brick veneer house in Berwick, Narre Warren or Cranbourne, the answer in 2026 is a 270 L to 300 L integrated heat pump with a vitreous enamel tank: $3,500 to $5,500 installed before incentives, and roughly $2,300 to $4,600 after a Solar Victoria rebate or a Victorian Energy Upgrades discount. Gas continuous flow at $1,900 to $3,200 is still the right call if three outlets run at once and the gas line is already strong. Electric resistive storage only makes sense with a big solar array and a diverter, or when you are selling within the year.

What the numbers on the label actually mean
Gas star rating. Each star is worth roughly a few per cent of efficiency, and the gap between a 4 star storage unit and a 6 star continuous flow unit is real money over twelve years. Storage carries standing losses whether you use the water or not, which is why two units that heat the same showers can still differ by $150 to $250 a year on the bill.
Heat pump COP. The coefficient of performance is how many units of heat you get per unit of electricity. Brochure COPs are often quoted at a mild 20°C. Winter mornings in Berwick and Officer sit between 3°C and 8°C, and that is exactly when the tank has to recover. Ask for the figure at 7°C, and ask what the unit does below 5°C: a well built one keeps running on the compressor, a cheap one drops onto its resistive element and quietly becomes an electric tank with a fan bolted to it.
STC count. Small-scale technology certificates are calculated from a modelled annual energy saving for your climate zone, and Melbourne is zone 4. A higher STC count for the same tank size is a genuine efficiency signal rather than just a bigger discount, because the model has already done the comparing for you.
Litres per minute. A continuous flow unit rated at 26 L/min is rated at a set temperature rise. Melbourne mains water sits around 10°C to 13°C through winter, so lifting it to a 41°C shower is a much bigger job in July than in January and the usable flow drops. Size up one step from the summer number if two showers ever run together.
WaterMark and the standards. Every water heater sold legally in Australia carries WaterMark certification, and the installation has to satisfy AS/NZS 3500.4 for heated water services, AS/NZS 5601.1 if it burns gas, and AS/NZS 3000 for the electrical side. Stored water has to be kept at 60°C to control legionella, while water delivered to a bathroom basin, shower or bath has to be tempered to a maximum of 50°C. That is the tempering valve on the side of the tank, and it is not optional on a replacement.
Five South East Melbourne facts that decide the spec
- The water is soft. Melbourne's protected catchments deliver water that is generally under 30 mg per litre of hardness. Scale does not kill tanks here the way it does in Adelaide. That means a magnesium sacrificial anode is the right metal, not the aluminium anodes sold for high-mineral water, and it means a copper heat exchanger in a continuous flow unit has an easy life.
- Low chloride suits stainless. Stainless steel tanks fail early in high chloride water. South East Melbourne mains water is not that, which is why a stainless heat pump tank is a genuinely sensible 15 to 20 year purchase here even though it would be a gamble on some coastal bore supplies.
- Mains pressure varies a lot across the estates. Newer Clyde, Officer and Beaconsfield streets can run high. Anything over about 500 kPa needs a pressure limiting valve, and a mains-pressure storage system needs cold water expansion control. Skip either and you shorten the tank life and leave the relief valve dribbling all day.
- We get frosts, not freezes. Berwick, Beaconsfield and the Cardinia hills see a handful of frosts each winter. That rules out an unprotected open-loop solar collector: you want a closed glycol loop, a drainback design or a frost valve. Heat pumps handle it, they simply work harder and run a defrost cycle.
- Blocks are getting narrower. On a 350 m² Clyde or Officer lot the side setback can be 1.5 m and the neighbour's bedroom window is right there. Heat pumps run at roughly 37 to 50 dB(A). Victoria's residential noise rules treat one like an air conditioner: it must not be heard inside a neighbour's habitable room during the prohibited overnight hours. Put it on the north or east wall away from bedroom windows, and check the manual's clearance figures before the pad goes down.

The cheap specification that fails early here
The advertised special, usually somewhere around $1,099 or $1,299 installed, is not a scam so much as a different job to the one you think you are buying. It is the smallest tank in the range, often 125 L or 135 L, on the shortest cylinder warranty in the catalogue. The old tempering valve, PTR valve and expansion control valve stay on the wall, because replacing all three is $380 to $700 of parts and labour. Disposal of the old cylinder gets charged later at $80 to $150. Sometimes there is no compliance certificate, which in Victoria is the document that carries ten years of statutory insurance on the plumbing work.
The second cheap specification we see is an undersized heat pump. A 170 L or 200 L unit for a family of four looks like a $900 saving on the quote. What happens in practice is that the tank runs out at 7:30am, the resistive element cuts in to catch up, and the running cost climbs from around $350 a year to closer to $700. You paid for a heat pump and you are running an electric tank with a compressor attached to it.
The third is an anode you can never replace. A full-length anode needs roughly the tank height again in clearance above it to pull out. Plenty of units get shoehorned under a low eave or into a laundry cupboard where that clearance does not exist, so the year-five anode service that would have doubled the tank life becomes impossible. If clearance is tight, specify a segmented anode at the time of install. It costs almost nothing then, and it is the difference between an 8 year tank and a 14 year one.
What commercial grade and the other sales words are worth
There is no commercial grade standard for a domestic water heater in Australia. Neither is there a meaningful premium, heavy duty or extra thick enamel classification. Four things on a spec sheet are real and checkable: the WaterMark certificate, the written cylinder warranty in years, the star rating or COP with its test conditions attached, and whether an Australian spare parts network and a service agent who will drive to Cranbourne actually exist. A well known 5 year enamel tank with parts on a shelf in Dandenong beats an unbranded commercial grade import with a 10 year warranty and no local agent, because the second warranty is only as good as the company that has to honour it in year seven.
Two more phrases worth translating. Lifetime warranty almost always means the warranty on one component, usually pro rata, and usually excluding labour. Rebate included can mean the price is already net of a Victorian Energy Upgrades discount you would have received anyway, or it can mean the rebate is claimed by the installer and never appears on your invoice. Ask which, in writing, before you sign.
The straight recommendation, and when not to take it
If you own a three or four bedroom house built between 1990 and 2010 in Berwick, Narre Warren, Hampton Park or Cranbourne, with three to five people in it and space on a side or rear wall, buy a 270 L to 300 L integrated heat pump with an enamel tank from a brand with local parts. Have the tempering valve, PTR valve and expansion control set replaced at the same time. Have the installer price both the Solar Victoria rebate path and the Victorian Energy Upgrades path, because in most cases you cannot use both on the same unit and one is usually worth more than the other. Expect to land between $2,300 and $4,600 after the incentive, and expect the running cost to drop by $400 to $800 a year against electric resistive.
When not to take it. If you are selling within twelve months, do not spend the extra: a like-for-like swap with a compliance certificate does the job, and the pre-sale hot water page covers what a buyer's inspector actually looks at. If your existing unit is under eight years old and the fault is a thermostat, element or valve, repair it. If your only viable position is a shaded southern courtyard 1.2 m from a bedroom window, a heat pump is the wrong answer and a 6 star continuous flow unit on existing gas is the better one.
